Dabei bestimmen die Initiator*innen, wer zur Nutzer*innengruppe gehört und das Lastenrad nutzen darf. Auch legt die Gruppe die [[Nutzungsvereinbarungen (AGB)|Nutzungsbedingungen]], z. B. jährliches Entgelt selbst fest. Somit sind Gemeinschaftslastenräder weder Gemeingut noch für alle da.
